Start from the 4^th ch from the hook, 4 dc, 3ch, skip 4, in next st (1 puff, 2 ch, 1 puff), *3 ch, skip 4, 9 dc, 3ch, skip 4, in next st (1 puff, 2 ch, 1 puff), repeat from * till the last 9 st, 3 ch, skip 4, finish with 5 dc, turn.

Row 2:

3 ch, 3 dc, 3 ch, skip 1 dc and 3ch, between 2 puffs below (1 puff, 2 ch, 1 puff, 2 ch, 1 puff), *3 ch, skip 3ch, skip 1 dc, 7 dc, 3ch, skip 1 dc, skip 3ch,  between 2 puffs below (1 puff, 2 ch, 1 puff, 2 ch, 1 puff), repeat from * till finish last puff, 3 ch, skip 3ch, skip 1 dc, finish with 4 dc, turn
